Global Overview: ENSO-neutral conditions will continue, with La Niña favored to emerge during September-November and persist through the Northern Hemisphere winter. Flooding across the Sahel but drought emerged in Ghana. Above-average rains expected in Central America. Africa Weather Hazards Flooding persists across the Sahel and Eastern A drought continues in parts of the Gulf of Guinea. 1. Inundation is steadily increasing in the Sudd wetlands of South Sudan. 2. Heavy and above-average rainfall led to flooding in western, southern and eastern Sudan, western Ethiopia, resulting in casualties and damage. Recent and forecasted heavy rain reinforces flooding in northern Ethiopia and Eritrea. The upper Shabelle River has risen above the high risk level in Somalia due to upstream rainfall. 3. River level are slow to dip to normal levels in northern Angola. 4. Abnormal dryness is ongoing in eastern Liberia, Cote d Ivoire, Ghana, central Togo, central Benin, western and eastern Nigeria, and central and eastern Cameroon. The dry spell degraded ground conditions significantly in northern Ghana where drought is present. Drought conditions exist in eastern Nigeria and central and southeastern Cameroon due to large deficits over the last two plus months. 5. Heavy rainfall has caused flooding in Guinea Bissau, Guinea (Conakry City), central and southern Mali (lowlying areas of Ségou, Sikasso, and parts of Mopti), southern Niger, northern Nigeria (Sokoto and Komadugu Rivers), central and southern Chad. Due to recent and forecasted heavy rain, flooding occurred in coastal Guinea. Inundation is expected along the Niger River in central and southern Nigeria this week. 6. Western and central Algeria, southern Ghana, Togo, and Benin could face abnormally hot conditions.
