CAT VIP had ‘good intentions’ for EMPD, says Mkhwanazi Estelle.Bronkhorst Thu, 12/04/2025 - 05:59 PRETORIA - Suspended EMPD Deputy Chief Julius Mkhwanazi admits that he essentially gave the green light for Medicare24 and CAT VIP Protection to operate in Ekurhuleni.But he also admits that he didn t have the power to sign MOUs of that nature, and says the documents still needed final sign-off.Mkhwanazi failed to convince the commission that Medicare24 would provide health services to the municipality in exchange for publicity alone.Mkhwanazi later told the commission that Medicare24 s Mike Van Wyk proposed the fitting of blue lights for the company vehicles, but the City did not approve.READ: Matlala s vehicles were donations to Ekurhuleni - MkhwanaziMkhwanazi also says Matlala donated vehicles to the City, but it s alleged that the cars were never donated, even though they were registered to the city and later fitted with blue lights.The commissioners never let up on their line of intense questioning.
