Sibiya testifies on his links to Brown Mogotsi, ‘Cat’ Matlala Zandile.Khumalo Mon, 10/13/2025 - 17:56 Deputy National Police Commissioner Lieutenant-General Shadrack Sibiya CAPE TOWN - The names of controversial businessman Vusimuzi Cat Matlala and Senzo Mchunu’s alleged associate Brown Mogotsi came up once again at Parliament’s ad hoc committee probing alleged police corruption. Deputy National Police Commissioner for Crime Detection, Shadrack Sibiya, admitted to knowing Mogotsi, but only as an individual who approached him with intelligence.READ | How AKA murder arrests caused a rift between Sibiya and Mkhwanazi Sibiya said Mogotsi told him there were individuals with information that could be used against him. He claims to having already been aware of the threat.When questioned on how a senior official like himself could have been contacted by Mogotsi, Sibiya said it was not “unusual”.He said Mogotsi must have obtained his number from someone else. “Even ministers get calls from people they least expect,” Sibiya said. He claimed to have met Mogotsi twice while he was on an official trip to Cape Town.When asked why he would give attention to someone he did not know, Sibya responded that he did not have a reason to say no. “He was not the kind that I wanted to deliberately block. I deal with informtion and there is no ways I will block him. I will listen to him when he calls because you block the person, next thing this was a person that was going to save you for one or other reason,” he said. Sibiya said Matlala was a “well-known” service provider for the SAPS.“He was awarded a health contract with the police. But I did not know the details of the contract, as that has to do with the supply chain and is a different division.” Sibiya says he met Matlala in his office in February 2024. In that meeting, Sibiya claims Matlala complained of not being able to properly deliver a tender due to facility constraints.“I consulted the national commissioner on the issue, and his response was that public works would not tell us how to utilise our building. The tender nevertheless continued, and my responsibility was just to give Mr Matlala feedback on what had transpired,” Sibiya told the committee.
